TOPIC:   “Mass Transportation/Past, Present, and Future”

PRESENTERS:  Eric Ennis, student; Rich Landerkin, CENTRO, and Mario Colone, SMTC

Eric Ennis is a Graduate Student at Syracuse University in the Maxwell School of Citizenship and Public Affairs, pursuing a Master’s Degree in Public Administration. Eric recently received his B.A. in Environmental Design and Urban Policy from the University at Buffalo and has worked as an intern with several organizations and institutions locally, including F.O.C.U.S. Greater Syracuse. During his time as an undergraduate student, Eric wrote his research thesis on the former OnTrack Passenger Rail System in Syracuse. As a lifelong resident of Central New York, Eric is passionate about the future of the Central New York region, and plans to remain in Syracuse after he graduates next June. 

Rich Landerkin has been involved in transit planning & service delivery in various capacities for 35 years.  He began his career at NJ Transit in the late 1970s before moving to Fairfax County, Virginia’s Office of Transportation in the 1980s.  In 1994, Rich moved his family to beautiful Central New York where he became Director of the Syracuse Metropolitan Transportation Council, the Metropolitan Planning Organization for the Syracuse region.  For the past 17 years, he has been Director of Planning for the Central New York Regional Transportation Authority, which provides public transportation in Onondaga, Oswego, Oneida and Cayuga Counties, NY.  Rich has experience in transit service and operations planning; transit scheduling, Long Range Planning, project management, grant research and management, contract service administration and Transportation Demand Management. Rich has a Master’s degree in Urban & Regional Planning from the University of New Orleans and a Bachelor’s degree in Political Science from Rider College.

Mario Colone is the Program Manager with the Syracuse Metropolitan Transportation Council (SMTC) and has been with the agency since 2001. He holds a Bachelor’s degree from the State University of New York College of Environmental Science and Forestry. Mr. Colone manages the area’s multi-million dollar federal transportation capital program, ensures conformance with applicable air quality standards and diverse federal and state agencies develops/manages multimodal projects and oversees various aspects of the metropolitan transportation planning process for the Syracuse metropolitan area.

NEW BUSINESS

  1. Effective January 1, 2014 approve the creation of a part time Deputy Court Clerk(s) position with an hourly salary of $14 per hour.
  2. Set the date, time, and place as October 22, 2013 at 7 PM at the Camillus Municipal Building to hold a public hearing to consider lowering the speed limit from 35 mph to 30 mph along Warners Road between Airport Road and Bennett Road.  (Per Councilor, Mike LaFlair)
  3. Set the date, time, and place as November 12, 2013 at 7:00 PM at the Camillus Municipal Building to hold a public hearing to consider the 2014 preliminary budget.
  4. Set the date, time, and place as November 12, 2013 at 7:00 PM at the Camillus Municipal Building to hold a public hearing to consider the 2014 budget for all special districts in the Town of Camillus.
  5. Set the date, time, and place as November 22, 2013 at 11 AM at the Town Clerk’s Office to open sealed bids for the sale of property located on Van Burn Road, TM#010.-02.39.2 with the following conditions:  (1) The minimal bid will be $3,600 (plus cost of advertising). (2)  No abstract and no survey will be required. (3)  The Town of Camillus has the Reserve Utility Easement.  (Per Councilor, Mike LaFlair)
  6. Approve Subdivision Security Agreement for Thompson Landing and authorize Supervisor to sign.
  7. Accept Weeping Willow Way as a Town road.
  8. Set the date, time and place as October 22, 2013 at 7:00 PM the the Municipal Building to hold a public hearing to consider amending the Camillus Municipal Code, Chapter 60, Traffic and Vehicles §60.22 stop intersections to erect two stop signs at the intersection of Weeping Willow Way and Thompson Road.
  9. Accept all of the utility easements in Thompson Landing Subdivision.
  10. Authorize the first payment to Ruston Paving for the Shove Park Green Infrastructure Project in the amount of  $169,394.50  (Per Barton & Loguidice, PC)

        Addendum

  1. Reject bid for trash and recycling from Superior Waste Removal Inc. for failure to comply with bid specifications.
  2. Award bid for trash and recycling removal to Dependable Disposal, LLC beginning 1/1/14 thru 12/31/14 in the amount of $166.36 per unit and $11,600 for Town Offices.

Onondaga Lake-Recreational Plan

The State University of New York College of Environmental Science and Forestry (SUNY-ESF) is proud to continue our involvement in the Central New York community as we continue work on a unique and exciting project.  The cleanup of Onondaga Lake is a reality and the community has a growing desire to be involved in recreational activities connected to the lake and its watershed.

SUNY-ESF is working with the Towns of Camillus and Geddes, regional planning experts, and the community to develop a conceptual plan for additional recreational opportunities in your community. 

This spring, you were among more than 370 community members who responded to a survey providing input on potential recreational opportunities for former industrial property off Airport and Armstrong Roads. With the survey results compiled, priorities emerged identifying a preference for public access with an appreciation for habitat to be protected and appreciated.  Providing connections to other nearby areas, such as Onondaga County’s Loop the Lake Trial, with this site was also recommended.

We are now ready to review the survey results and discuss some initial conceptual plans displayed into a series of graphics. Three upcoming meetings have been scheduled at the Onondaga Lake Visitors Center for you to review the material and provide input on the initial plans. 

The meeting times are as follows:

September 25: 7:00 p.m.

October 1: 5:30 p.m.

October 9: 7:00 p.m.

The Syracuse-Onondaga County Planning Agency, the Central New York Regional Planning and Development Board (CNYRPDB), town representatives and community volunteers are part of a committee formed to oversee this process.  The New York State Department of Environmental Conservation and Honeywell serve as advisors to the committee.

West Genesee St. Improvements

September 23rd, 2013

We anticipate that West Genesee Street will be paved (top course) between Weatheridge Drive to Knowell Road (Friendlys) on Tuesday and Wednesday of next week. Final striping of the road will also be done in this section.

We tentatively anticipate that the top course paving on West Genesee Street between Knowell and Hinsdale on Saturday, October 5th.  The lanes closures would not occur until after 8 AM to accommodate students getting to school for SATs. I will provide another update with these details when we finalize paving dates for this section.

As for updates on the traffic signal work, while all work is not complete on the signals, certain elements have been recently installed that will allow the signals to operate more efficiently.  Between Kasson and Hinsdale Road, this work should be done today and Monday that will result in less delay than what is being seen currently.  Please note that the signals still will not be 100% efficient, but they should be more responsive. Again, once we finish the top course (we have more wireless detectors to be installed directly in the top course) and finish the needed electronics, we fully intend to program our new timings, but this will not be completed for several weeks.

Friends of Camillus park

The regular meeting Thursday, September 26, 2013 will be held at the Camillus Municipal building 7:00pm in the large conference room. Originally we planned a tail gate meeting at the Park, but Fall has arrived a little too early, plus the Parking lot at the Park is still housing construction materials. We definitely will tail gate in the Park next year when the parking lot is cleared. Our September meeting will focus on what is happening currently and the October fund raising event sponsored by Moe's. An agenda will be sent out next week for your review.

  1. Set the date, time, and place as September 10, 2013 at 7:00 PM at the Camillus Municipal Building to hold a public hearing to consider amending Chapter 34-Fences, §34.7-Exceptions, the purpose of which is to allow a 6 foot fence in the front yard at 218 Inwood Drive, TM# 056.-07-20.1.   1. Effective October 1, 2013 appoint Celeste Karakas to the position of Assessor through September 30, 2019 at an annual salary of $62,000.
  1. Accept the bid from Saunders for sand and stone to be used by the Camillus Highway Department.
