There will be a Special Town Board meeting on Monday June 9, 4:30 in the upstairs Town Board room to discuss:

  1. Approve the three year agreement between the Town of Camillus and the Camillus Clerical Workers Association from January 1, 2014– December 31, 2016.

Mary Ann Coogan, as Town Supervisor of the Town of Camillus, is hereby authorized and directed to accept funds from the New York State Office of Parks, Recreation and Historic Preservation in accordance with the provisions of Title 9 of the Environmental Protection Act of 1993, in an amount not to exceed $100,000, and enter into and execute a project agreement with the State for such financial assistance to this Town of Camillus for the Camillus Park Splash Pad and, if appropriate, a conservation easement/preservation/public access covenant to the deed of the assisted property. Interstate 81

This past week the NYS-DOT posted the last of the three presentations that the DOT Advisory Working Groups have been shown over the past few weeks. Now everyone can see the details — as far as they’ve been developed — for the sixteen replacement options for the I-81 viaduct. All of these presentations are now available at the I-81 Opportunities website.  The various kinds of I-81 alternatives are split up among the three presentations as well as  two “Other” options, that don’t fit into any of the above categories.  These are the Western Bypass option and the West Street Option.  All the options can be viewed at:

The next step in the process will be to eliminate all but a handful of these options before commencing work on the Environmental Impact Statement.

At the end of the June 4th presentation you’ll see there are cost range estimates for the various replacement types. The viaduct prices range from $800 million to $1.6 billion — quite a range. But that $800 million figure is for an option that would only patch-up the current viaduct without replacing it. It is an option DOT is required to consider — in case they become deadlocked on the replacement options — but this is not a viable solution given the current state of the viaduct. Among the replacement viaduct options, the least expensive is $1.4 billion.  The prices for the street level options do include the cost of modifying I-481 and its interchanges so it can serve as the new I-81. On the other hand, none of these estimates include the cost of any land acquisition that might be required. So here are the real price ranges:

Patch-up and maintain the existing viaduct: $800 million
Tunnel options: $1.7 to $3.3 billion
Depressed highway options: $1.5 to $1.8 billion
New viaduct options: $1.4 to $1.6 billion
Street level options: $1.0 to 1.2 billion
Other: $1.2 to $2.2 billion

Give Dad a sweet Father’s Day

The Wildcat in Camillus

I am not sure how many you have been to one of our newest businesses in Camillus but I would encourage everyone to stop by the Wildcat in Camillus.  Located at the eastern edge of the Home Depot Plaza, The Wildcat has fantastic pizza and superior wings.   On Monday’s from 4:00 – 8:00  they feature a “Family Night” with $8.00 Cheese Pizza and $.50 wings.  On Fridays throughout the summer from 5:00 – 10:00 they have specials, live music and plenty of giveaways.  Please come support a great local chain and enjoy some fantastic food at The Wildcat.

Illegal Dumping

We have been receiving complaints of standing water and drainage issues in the wooded area near the intersection of Farmingdale and Pinewood in back of the Greenfield Village development.  Upon further investigation it appears to be the result of illegal dumping.  Please be aware that it is illegal to dump anything in this area, be it cement, trash or common grass and yard waste.  This not only places a strain on the drainage infrastructure in place, but when the town has to clean this area up and make any repairs it takes valuable time and man hours to due such work causing other work to fall behind and ultimately places an additional burden on the tax payer.  Please be mindful and avoid this activity.  If something seems out of place and you suspect someone is illegally dumping please notify the Codes office at 487-8930 or Camillus Police 487-0102

Summer Town Board Schedule

Just as a reminder during June, July and August the Town Board on meets on the 4th Tuesday of the month.  However, we are aware that issues can occur at anytime and we normally call special meetings as necessary.  Please do not hesitate to contact me if anything meeds to be addressed.

Community Development Funding

May 24th, 2014

The Onondaga County Department of Community Development has increased our funding an additional $10,000 to assist with our Senior Center Door Project.  My thanks to Commissioner Bob Demore for his assistance.  Over the last several years this pool of funding known as Community Development Block Grants has significantly decreased so this is welcomed news.

NYS Property Tax Cap/Rebate

May 24th, 2014

  • Freezes property taxes on the primary residences of homeowners with income at or less than $500,000 in local governments and school districts that stay within property tax cap.
  • Effective for school districts starting with 2014-15 school year.
  • Effective for cities, towns, villages, counties and special districts in fiscal years beginning in 2015.
  • To receive the tax credit in the second year, school districts and local governments must stay within tax cap and develop plans for sharing or consolidating services that willachieve savings for taxpayers.

Homeowners will receive credit by check:

  • Fall 2014 (school only)
  • Fall 2015 (all taxing purposes)
  • Fall 2016 (all taxing purposes but school)

First year eligibility

  • Taxpayer’s primary residence have a STAR exemption; and
  • Taxing jurisdiction must have a tax cap compliant budget and must certify this to DTF and OSC by the 21st day of the fiscal year. Deadline for most school districts is July 21, 2014 and deadline for most local governments is January 21, 2015.

Second Year eligibility

  • Taxpayer’s primary residence have a STAR exemption; and
  • Taxing jurisdiction must have a tax cap compliant budget and must have a State approved efficiency plan that will achieve savings for taxpayers. These plans are due to DOB by June 1, 2015.

The 1st year credit is equal to the greater of:

  • Increase in taxes for homeowner (excluding unit/usage charges, increases due to new construction, removal or reduction of exemptions and in localities conducting reassessments the increase in assessed value that exceeds the typical increase in the locality).
  • The prior year taxes for the homeowner for the taxing purpose multiplied by the allowable levy growth factor. For school districts this year the allowable levy growth factor is 1.46%.

The 2nd year credit:

  • The credit will equal the two-year increase in taxes if the taxing jurisdiction met the eligibility requirements for both years.

 

NY State – Good news

New York State Comptroller Thomas P. DiNapoli announced Monday an estimated 13.02 percent rate of return for the New York State Common Retirement Fund now valued at an estimated $176.2 billion, the highest amount ever, for fiscal year ending March 31, 2014.  Tax collections in April were more than $1 billion, or 17 percent lower, than comparable receipts a year ago, but $86.8 million higher than the projections included in the Enacted Budget Financial Plan released earlier this month, according to the April Cash Report released Friday by State Comptroller Thomas P. DiNapoli. The year-over-year decrease, sharper than expected, was primarily in Personal Income Tax collections, where a number of states experienced unexpected declines in April as most taxpayers settled tax liabilities for 2013.
