Property tax levy growth for school districts will be capped at 0.12 percent above current levels for the 2016-17 fiscal year, according to data released today by State Comptroller Thomas P. DiNapoli. The latest calculation affects the tax cap calculations for 677 school districts as well as 10 cities, including the “Big Four” cities of Buffalo, Rochester, Syracuse and Yonkers.
“The nearly zero growth in the tax cap will limit budget options for school and municipal officials as they plan for next year,” said DiNapoli. “Although some local governments can rely on available reserve funds to bridge the gap, others may need to take a hard look at operations to find ways to cut costs to stay under the cap.”
The tax cap, which first applied to local governments beginning in 2012, limits tax levy increases to the lesser of the rate of inflation or 2 percent with certain exceptions, including a provision that allows school districts to override the cap with 60 percent voter approval of their budget.
For 2016-17, DiNapoli estimates the state’s school districts (excluding New York City and the Big Four city school districts) will have about $308 million less in levy growth compared to what they had in 2015-16 when the allowable growth factor was 1.62 percent.
Similarly, the 10 cities in New York with fiscal years ending June 30, will have about $14 million less in allowable levy growth in 2016-17 than during the current fiscal year.

Indoor Pickle Ball

The Friends of Camillus Park – The Pickleball group has been fortunate to locate an indoor facility for the winter months. Christ Community Church located on Warner’s Road had agreed to allow pickleball play on Wednesday’s 6:00pm to 8:00pm

Open position – Camillus Housing Auhority

The Camillus Housing Authority is currently seeking to fill one appointed seat.The Town of Camillus Housing Authority is a Public Authority of the State of New York created by the State Legislature as Chapter 615 Section 1 of the Laws of 1982. It was codified as Title 159 Section 564 of the Public Housing Law of the State of New York. The Town of Camillus Housing Authority was created, at the request of the Camillus Town Board, with a mandate to provide, or assist in providing, quality housing for low to moderate income seniors, families and the disabled in the Town of Camillus. The Housing Authority has the legal authority to purchase and sell real estate, issue bonds, develop housing projects, and assist and support other entities to accomplish the same. To date, the Town of Camillus Housing Authority has been instrumental in the acquisition of the land for, and the development of, two public housing projects in the Town of Camillus, to wit, Applewood Manor, the 24 unit senior housing facility next to St. Joseph’s Church on West Genesee Street, and Connelly Acres, the 2 building complex for seniors and families on Maple Drive in the Village of Camillus. The Housing Authority is run by seven unpaid but dedicated volunteer members, all of whom must be residents of the Town of Camillus. Members are appointed by the Town Board of the Town of Camillus for five year staggered terms. The Housing Authority meets at the Camillus Town Hall at 5:00 p.m. on the second Wednesday of each month.

2. Approve the contract between the Town of Camillus and Camillus Fire Department effective January 1, 2016 through December 31, 2016 in the amount of $495,000 to be paid on or about February 1, 2016 in addition to the service awards in the amount of $13,500 and authorize Supervisor to sign.

6. The Town of Camillus duly designates a Mike LaFlair as the delegate and Eric Hammerle as the alternate delegate to attend the Annual Business Session of the Association of Towns of the State of New York on February 14-17 2016 and to cast the vote of the Town of Camillus pursuant to §6 of Article III of the Constitution and By-Laws of the Association of Towns.
7. Amend resolution #31 of 2016 to restate the 2016 co-sponsored contracts for the Camillus Ski Association from $5,677.00 to $8,167. (Per Eric Bacon, Parks and Recreation Director)
8. Set the date, time, and place as February 9, 2016 at 7:00 PM at the Camillus Municipal Building to hold a public hearing to consider the 2016 Community Development Projects.

Camillus Cutlery Legacy

Though Camillus Cutlery closed in 2007 and the factory burned in 2013, its knives are living on in a new way in the village. Rock USA Cutlery is open for business at 65 Main St. Brothers Peter and Wallace Rockwell are the owners. The store specializes in buying, selling, repairing and sharpening. Most of its business is focused on vintage Camillus Cutlery items, Peter Rockwell said. Wallace Rockwell worked for Camillus Cutlery for 34 years and later launched his own knife sales and service business online, Peter said. The old Camillus Cutlery building can even be seen from Rock USA’s windows, he added. The store is open 10 a.m. to 6 p.m. Tuesday to Saturday. Camillus Cutlery was the heart of the village of Camillus for years. Its roots stretch back to 1894 when Charles Sherwood opened a pen knife factory along the banks of Nine Mile Creek. The factory eventually employed hundreds and made a million knives a year before the business shutdown in 2007 and the building burned six years later.
