Guest Presenter: Tom Rhoads, P.E., Commissioner Onondaga County Department of Water Environment Protection. Tom Rhoads is the commissioner of the Onondaga County Department of Water Environment Protection. Appointed by County Executive Joanne M. Mahoney, Mr. Rhoads leads a highly skilled work team of almost 400 county employees dedicated to protecting and improving the water environment of Onondaga County in a cost-effective manner and ensuring the health and sustainability of our community and economy through the use of green infrastructure as well as traditional treatment facilities. The Water Environment Protection Department is responsible for the implementation of County Executive Mahoney’s award winning Save the Rain program. Previously, Mr. Rhoads was the executive director of the Onondaga County Resource Recovery Agency, and prior to that a county administrator and county engineer in Central Pennsylvania, including over a dozen years of engagement in real property administration, planning, zoning, and economic development practices. He has also worked in the private sector on engineering and construction projects throughout the United States and also operated his own engineering business for several years. Mr. Rhoads has a degree in Civil Engineering, a Masters in Business Administration, and a professional engineer’s license to compliment three decades of public service and engineering experience.
