Township 5

As many of you know the Town of Camillus, along with the County of Onondaga and the West Genesee School District have all signed off on the slated project.  At this point Cameron Group is still on schedule to start work in the late summer on the site.  The last hurdle right now seems to be in regards to the developers negotiations with National Grid over the removal of utility lines.  In addition, a long abandon pipeline that exists underground was originally given approval so the developer could pave over it.  It now has to be removed.  The Town normally meets with the developer every few weeks so as new information comes in I will pass it along.

Hinsdale Road – Vacant Homes

As many of you know many of the homes along Hinsdale Road adjacent to the Township 5 development are vacant and at some point will be demolished.  I am trying to keep up with lawn care and general appearance but I need your assistance.  If you notice any unusual activity in regards to trespassers trying to sneak into the homes or if the lawn gets over 10″ please inform the Codes office at 487-8930.  In addition, the house at 533 Hinsdale will be utilized to help the Fairmount Fired Department with training procedures.

West Genesee St – Update

July 11th, 2013

Poor weather has resulted in delays to the paving schedule.  We are now looking at paving in the Western Limits beginning on either 7-10 or 7-11.  Eastbound lanes will be paved first, followed by the westbound lanes.  Please note that all paving in this section should be done within 4-5 days after beginning, assuming no delays associated with the weather, materials, or equipment.

West Genesee Street Improvements

The contractor is a few weeks behind because of the weather, however the phasing of the project as previously proposed has not changed, and is as follows:

1)  (Eastern Limits) – Phase I – Stonehedge Drive to NYS 173
2)  (Middle Limits) – Phase II – Parsons Drive to Stonehedge Drive

3)  (Western Limits) – Phase III – Munro Road to Parsons Drive

However, the timing of these phases has changed. The contractor’s original plan meeting our approval was for #1 and #3 above to proceed concurrently, but the weather has raised concerns of getting #2 (Parsons Drive to Stonehedge Drive) done before the school year begins.

Here is the revised schedule:

A) (Western Limits) – Phase III – Munro Road to Parsons Drive

The contractor continues work on this section of roadway with shoulder reconstruction, culvert replacement, limited full depth reconstruction, and paving. The new geometry of the Munro Road intersection with West Genesee will be completed as part of the work. It is expected that this section of West Genesee will be ready for the first coarse (Binder Course) of pavement beginning July 8th. It should take 4 days to get this done, weather permitting. Once done, temporary striping will be placed, and the contractor will move to Phase II (Parsons Drive to Stonehedge Drive).

On July 2nd (tomorrow), the contractor will be working out of phase, and will be making some road cuts at the Hinsdale intersection to complete needed conduit runs for the signal. This will affect all approaches.

B) (Middle Limits) – Phase II – Parsons Drive to Stonehedge Drive

On or about July 15, work will begin in this phase. Aside from paving, there will be curbing, sidewalk, utility and drainage work to be completed, and signal work will be done as well. Once finished, the road will receive the first coarse (Binder Course) of pavement. After this, West Genesee, from Munro Road to Stonehedge Drive, will receive a final Top Course  of pavement with final striping and symbols. The goal is to have all of the work listed here and above done by the time the 13/14 school year begins.

C)  (Eastern Limits) – Phase I – Stonehedge Drive to NYS 173

On or about September 2, the work will begin in this phase with an anticipated completion date of November 27th. Weather and unforeseen conditions may affect this final date.

While it is our plan to complete all work in one phase before proceeding to another, we look for opportunities to get critical work done in other phases so long as that work is short term in duration, and is not overly burdensome to the traveling public.  For instance, because we were told the high school receives the least amount of traffic the week of June 24th, we allowed the contractor to replace the Hinsdale signal while closing the high school driveway. You may see more work like this that is out of phase, but i will try to keep you in the loop if we think it will cause a noticeable impact.

Starlight Estates

Since February we have been in discussions with the developer of Starlight Estates to have the final coat of asphalt applied to the development.  As our agreed upon deadline has passed the Town Board approved the below resolution to move this forward.

Councilor LaFlair moved to declare S&R Homes, Inc. in default of its Subdivision Improvement Security Agreement for Section 2 of the Starlight Estates Subdivision due to it’s failure to top coat the roadways.  Therefore, the Supervisor is authorized to draw down the existing letter of credit in such an amount that is necessary to construct the road top coat.  Councilor Callahan seconded the motion.

Solicitors at your door.

With summer comes the door to door solicitor and peddlers.  While the majority of them conduct their business without incident, we do get complaints about some who make the residents feel uncomfortable in one way or another.  Unfortunately, these complaints usually aren’t made until after the fact and aren’t much help in identifying who the offending party was (which would allow us to respond, follow up, or pull their licenses).  You can access the summary by clicking here:  Solicitors

To that end, our Town Clerk, Martha McMahon-Dickson, has written a simple summary that should help residents learn a bit more about how the process works, as well as preparing them to help us help them if they experience any trouble with a peddler or solicitor.  It’s attached.

This sheet certainly won’t solve the problems we currently have (only requiring real background checks at the applicant’s expense, raising the application fee, and finding a way to reign in non-profits who are exempt from the law would help solve the issues), but having the residents know what the law allows and encouraging them to call immediately if there are problems should help us address the existing problems a little better.
