Town Board Referral regarding amending Municipal Code regarding Billboards on West Genesee Street between Yorkshire Boulevard and Mansfield Drive.

West Genesee St. Update

As you may have noticed, production milling and paving began in the commercial section from Stonehedge to Knowell Road. Currently, we are paving the eastbound lanes with the binder course (a final course will go over this a few weeks down the road). You will also see miscellaneous milling to prepare the side roads for the final course of pavement, as well as curbing and drainage structure installation.

Miscellaneous milling, curbing and drainage structure installation will continue on Saturday with no mainline paving. On Saturday, crews will be widening the high school driveway to prepare it for paving, but one utility pole remains in the way from fully completing the work. This pole will be removed when all utilities are off of it.

On Monday and Tuesday of next week, more milling and production paving (westbound travel lanes in the commercial section) will begin and finish, weather permitting. No other mainline paving will happen for a few weeks; when this occurs, the top course of asphalt pavement will be placed from the Village line to Stonehedge…quite a run! However, other work to be done during the remainder of the week that includes drainage work, sidewalk installation, and curb layout. You will also see final grading and topsoil placement in certain areas.

 I will provide another update in a few weeks.

ZBA Meeting 8/6/13

There is a ZBA meeting tomorrow night but the only item on the agenda is to schedule a hearing for the August 20 meeting.  As we get close to that meeting I will have the details.

Parks Department Savings

August 2nd, 2013

The private company (not the County) that is working on the West Genesee Street project is storing some stone in the parking lot of Camillus Park.  This was a big help to them.  In exchange for this, they are going to add any needed fill material and finish grading the former pool site and then top soil and seed the area.  When calculating in labor/equipment rates this can save the town around $3,200.

Tim Horton’s update

August 2nd, 2013

The proposed Tim Hortons to be placed in the Home Depot parking lot (in the corner section of Milton & Hinsdale Road) have eliminated the Cold Stone Creamery portion of their project and it will now be just a stand alone store.  They are almost complete with the town Planning Board approval process.

Legislation to “recognize municipalities that have undertaken significant and innovative actions to improve overall efficiency of governmental operations…” will be discussed at the F.O.C.U.S. Forum on August 16th. This legislation advances one of the F.O.C.U.S. goals.

15 years ago F.O.C.U.S. gathered citizen visions for our community resulting in over 15,000 ideas and 87 goals. Citizens voted on the goals they believed to be most important to them and the 4th most preferred citizen goal is:

Consolidate city and county government: beginning with merging selected functions; wherever quality can be assured at less cost; leading eventually to consolidating functions among towns/villages/school districts”.

At F.O.C.U.S. we are often asked the status of this particular goal. We cite the work of Syracuse 20/20 Government Modernization Task Force, Center State CEO Committee, and Senator Valesky and the progress they have made to make our government more effective and efficient.

To assure that citizens understand the current and future possibilities for innovative government this forum is intended to inform us about shared services, collaborations, and consolidations for various levels of government and school districts. You won’t want to miss this session!

Property & Liability Insurance

The Town recent renewed its contract for Property & Liability Insurance for August 2013 to August 2014.  It should be noted that the total cost is less than what the Town paid as far back as in 1998.

Abandon Homes/Overgrown Lawns

As many of you now we have a few abandoned home in the 2nd Ward as well as a few property owners who routinely disregard the need to maintain their lawns.  The procedure to legal enforce this is tedious and cumbersome.  Each time a property is in violation it is time consuming and takes many steps to get the job accomplished.  Unfortunately this has to occur every time we need to get the owner to cut the grass.  The town recently passed a new law that allows us to get the same results as soon as a property violates the ordinance and its good for 12 months.  In addition, we are also able to enforce that the property owner secures and maintain abandoned properties and if not we can place the cost of such matters on the properties owners’ tax bill.  Many thanks to our town attorney and his staff for their many hours of research on this issue.
