Planning & Town Board Notes – Canoe Access Area

All items previously posted were approved.  One item of special note; as part of the Consent Decree, Honeywell is in the process of installing a Canoe/Kayak access area off of Airport Road along Nine Mile Creek.  This is a great addition not only for the residents of Camillus but of Onondaga County in general

Committee Mtg. Notes 2/21/12

The Personnel Committee discussed the use of take home vehicles by staff as the town policy needs to be updated.  It was decided that we will look at all take home vehicles and the staff that utilizes them.  We will then review with each department the necessity of this and develope and update the policy.  The Smoking policy will also be amended to state that no smoking will be allowed and any town vehicles/motorized equipment.  Due to an openning on the Camillus Housing Authority, the town will appoint Linda Wheat to fill this unpaid position.  Linda served on the Planning Board for several years and will make an excellent addition to the team.   We later broke into Executive Session to discuss a Personnel matter.

Under the Zoning/Planning meeting the topic of Wood Boilers was brought up.  There is a potential for these to be obnoxious in densely populated areas and we discussed the apprpriateness for these in subdivisions.  The idea would be to have a 200 ft. buffer w/a special permit.  The NYS DEC currently requires a 100 ft residential/300 commercial/1000 school restriction.  Ones already installed may be pre-DEC level approvals so we have to grandfather them in.  It was also agreed that the policy for release of funds for Subdivisions should be strictly adhered to:  Until last lot is developed, soil stabilized, same rule for DEC/SPDES, hold funds, 1 yr post development.  Some concerns were brought up in regards to Inground Pool’s and the potential for drainage issues.  These seemed to be isolated incidents.

Starlight Estates:  There has been an ongoing issue in this development berween the developer and the Home Owners Association in regards to enforcement of deficiencies of the ponds.  The original approved plan is between the HOA and the NYS DEC.  This is unfortunate because only the NYS DEC has legal enforcement in this issue.   A discussed was brought up with concerns of residents storing RV’S, boats, snowplows and what was called as seasonal items in driveways and front yards.  Offering other, cheaper storage alternatives was mentioned.  Some people may see this as a quality of life issue but in principal I am a strong beleiver in property rights and have difficulty in seeing this as in issue.  I am not sure if this will be brought up at a future meeting but I will alert you if it does.

  1. Set the date, time, and place as March 13, 2012 at 7:00 PM at the Camillus Municipal Building to hold a public hearing to amend Chapter 30, Zoning, to consider a zone change for lots 15 through 30 and lots 65 through 81 in the Cessna Drive Subdivision part of the Farm Lot No. 55 in the Town of Camillus from Municipal to Industrial.  (Per Councilor, Mike LaFlair)
  2. Refer zone change for Cessna Drive to the Camillus Planning Board and SOCPA. 
  3. Set the date, time, and place as April 10, 2012 at 7:00 PM at the Camillus Municipal Building to hold a public hearing to consider amending Chapter 30, Zoning, to allow wood burning boilers only by special permit subject to conditions. (Per Planning and Zoning Committee)
  4. Refer Chapter 30, Zoning to allow wood boilers only by special permit subject to conditions to the Camillus Planning Board and SOCPA.
  5. Effective February 29, 2012 amend the Town of Camillus Employee Handbook, page 10, Smoking to restate:  In consideration of our employees’ health and for the safety of our work environment, smoking or use of tobacco products is prohibited in all Town vehicles and/or motorized Town equipment.  Smoking or the use of tobacco products is only permitted in designated areas.   6. Accept the quote of $125 from R. G. Wright Agency for property insurance coverage for the street light at Gillespie and West Genesee Street. 
  7. Approve the reduction of drainage securities from $21,750 to $9,500 for Country Oaks Section 1.  (Per Barton & Loguidice, P.C.)
  8. Approve the reduction of erosion securities from $46, 400 to $12,750 for Country Oaks Section 1. (Per Barton & Loguidice, P.C.)

Onondaga Co. Legislature working with the Towns

February 22nd, 2012

on January 21, I attended a meeting which was attended by 81 people, including elected leaders from towns, villages and the County Legislature.   The purpose was to inform the municipalities of the new cooperative effort between the Onondaga Legislature, led Legislative Chairman Ryan McMahon and the towns and villages.  There are subcommittees being formed that are going to work out inefficiencies,  cost issues and general communication concerns.  It was a great meeting and they have agreed to continue meeting quarterly as well as form two subcommittees, each consisting of two Supervisors, one Mayor, and one member of the County Legislature:  one for public safety & police issues and one for facilities & snowplowing issues.  This is the first time that this cooperative effort has been shown and I look forward to the results of these meetings.

Congresswoman Burkle – Town Hall & Open House

Congresswoman Buerkle will hold a town hall meeting this Saturday at 10 a.m. at the LaFayette Town Hall, 2577 Route 11, LaFayette.  This will be followed by an open house at her new campaign headquarters from 1:00-3:00 at 2910 Erie Blvd. East

Committee Mtgs. 2/22/12

Last evening the Personnel and Planning & Zoning Committees met and discussed the following issues:

  1. Smoking Policy – no smoking will be allowed in town vehicles.
  2. Use of Town vehicles/prohibitive uses for take home vehicles.  The town will be looking into the take home vehicles of all departments and their necessity.
  3. Executive Session was called to discuss a Personnel matter.
  4. Wood Boilers – the town is looking into the enforcement of DEC regulations in regards to Wood boilers and their use in dense areas.
  5. Discussion involving the enforcement of the release of funds for developments following 12 months with the last lot being fully development.
  6. In-ground pools and potential neighborhood drainage issues.
  7. Starlight Estates – a lengthy discussion in regards to the legal enforcement of the plans of the development.
  8. Code enforcement involving a discussion on the regulating of non-seasonal vehicle storage.  this item will be researched and discussed at a future committee meeting.

New Development

February 20th, 2012

Be on the watch for a new development covering 24 acres off of Milton Avenue. The development will include 130 senior apartments, 22 single-family homes and 29 townhouses.

Potential Tax Break for Firefighters/EMT Volunteers

The Onondaga County Legislature will hold a public hearing at its next session on Tuesday, March 6 1:00 to consider a resolution authorizing a partial real property tax exemption on real property owned by an enrolled volunteer firefighter or volunteer ambulance worker residing in the county.

  • 10% exemption on assessed value – $3,000 maximum
