2017 Onondaga County Budget

A message from Ryan McMahon, Chairman of the Onondaga County Legislature on the 2017 Budget: The 2017 budget came with many fiscal challenges. Personnel costs are increasing; the county has settled several contracts with each of the unions that represent employees in Onondaga County, which came with increases in wages. Healthcare costs continue to climb. Fortunately, we were able to negotiate contracts that include increases in employee contributions for healthcare. Federal and State mandates also continue to rise. Medicaid alone will cost Onondaga County more than $99 million next year which represents almost 70% of the property taxes we collect.

With all of these challenges, the Legislature was still able to…

Reduce the property tax levy by $1.75 million!
Avoid an increase in the sewer unit charge for rate payers and kept water rates flat.
Continue our commitment to villages by funding the Village Infrastructure Improvement Program. Next year, $4.5 million will be divided proportionally among the 15 villages in Onondaga County.
Create a similar Town Infrastructure program. In 2017, towns will be able to apply for Town Infrastructure funds for the construction or reconstruction of capital projects.
Continue our funding for the Greater Syracuse Property Development Corporation (Land Bank). The Land Bank will receive $300,000 with $150,000 earmarked for revitalization efforts in the Villages of Jordan and Baldwinsville.

One of the largest accomplishments in the 2017 budget is the plan to merge the Metropolitan Water Board (MWB) with the Onondaga County Water Authority (OCWA). 31 employees will move off of the county personnel roster and become employees at OCWA. This will save the county close to $10 million annually. This merger has been discussed for decades, however, this year we are finally getting it done and it is the right move for county taxpayers.

A lot of great things are being accomplished with less county taxpayer dollars. The 2017 tax rate represents a new historic low at $5.07. I am proud of all the work we did during this budget process.

1. Certify to the State of New York as of November 16, 2016 the Town of Camillus Justice Courts are in compliance with §2019-a of the Uniform Justice Act. ( Per Comptroller Kathy MacRae)

2. Authorize Code Enforcement to proceed with property clean up at 109 Willow Wood Lane, TM# 018.-02-06.0 in accordance with Camillus Municipal Code, Chapter 74- Brush, Grass, or Weeds. (Per Councilor Mike LaFlair)

3. Set the date, time, and place December 14, 2016 at 11:00 a.m. at the Camillus Municipal Building to open sealed bids for the lease of the Town owned billboard at the corner of West Genesee Street and Munro Road.

4. Approve the release of drainage securities for Thompson Landing Subdivision in the amount of $4,500.00. (Per B & L Engineers)

5. Approve the release of sanitary sewer securities for Thompson Landing Subdivision in the amount of $15,000.00. (Per B & L Engineers)

6. Approve the release of erosion and sediment control securities for Thompson Landing in the amount of $2,000.00. (Per B & L Engineers)

Holiday Events

The Octagon House Holiday Open House is next weekend, November 19th & 20th from noon to 4 pm. Over 35 raffle items ,local crafters, community baked goods, homemade pie & chili. Also Santa there on Saturday from 1 – 3, and Children’s Storybook time Sunday from 1 – 3. Carolers thru the house Sunday – Free admission. Anyone that would like to contribute baked goods, may drop them off November 17th & 18th to the house during the daytime.

The Town of Camillus Annual Tree Lighting Ceremony is Monday November 28th at 6:00 pm at The Camillus Municipal Building, 4600 West Genesee Street. This is a great family tradition with Santa and refreshments in the gym later.

Breakfast with Santa at the Fairmount Fire Department, December 4th from 8 am to 1 pm. Adults $7.00, children under 10 – $5.00, family of 4 or more $25.00. Pancakes, eggs, sausage, hash browns, toast, juice & coffee – a feast to keep you warm on a winter morning.

Ononadag Lake Forum

CONNECT THE DROPS AND ONONDAGA LAKE CITIZEN SURVEY FEATURED AT NEXT F.O.C.U.S. FORUM

Onondaga County Director of the Office of the Environment Travis Glazier and Connect the Drops Project Coordinator Madison Quinn will explain how Connect the Drops continues water quality improvements that Onondaga County has made with the Save the Rain initiative. Connect the Drops targets trash and the seldom noticed factors like leaves, grass clippings and microplastics and household chemicals that can pollute the lake.

Along with the Connect the Drops campaign, F.O.C.U.S. will give participants the opportunity to be among the first to offer their opinions about how they want to see Onondaga Lake’s waters used in the future.

Erie Canal Park Camillus

October 1st, 2016

The Erie Canal Park in Camillus recently grew by 7 acres thanks to a donation from Paul Dudden in memory of his parents Helen and Ernest “Dick” Dudden. The land is situated near the southeast corner of Devoe Road and Van Alstime Road intersection which includes the historic site of the former Dill House and most of the pond including the viewing platform. Thanks again to Mr. Dudden and his generous donation.
