UPCOMING CHANGES TO THE

BASIC STAR EXEMPTION PROGRAM

Many have heard about the new law requiring all those receiving the Basic STAR exemption to reapply for this benefit by December 31, 2013 in order to receive the exemption on your school tax bill for 2014-2015.  This has raised many questions and concerns with some residents, so we hope the following list of frequently asked questions will help you understand this process.

Does this change effect other exemptions such as Senior Citizens/Enhanced STAR, etc.?

No.  Only those receiving the Basic STAR will need to reapply.  If you are unsure what exemptions you currently receive, check your tax bill or contact the Assessor at 487-7574.

Why are they requiring me to re-register for the Basic Star?

Unfortunately, many who have applied in the past have provided false information or claimed the exemption on more than one property.  The new registration will prevent such opportunities for fraud and save money.

How can I reapply?

Any property currently receiving the Basic STAR exemption will receive a letter from the New York State Department of Taxation and Finance this fall.  This letter will provide to you a unique STAR code associated with your property.  Once you receive the code, you can go to the New York State Department of Taxation and Finance’s website to reapply for the Basic STAR:  www.tax.ny.gov  Anyone who does not have a computer may call 518-457-2036 to register.

What is the deadline to register?

The deadline to reapply for the Basic STAR program is December 31, 2013. 

What if I miss the deadline?

If the registration deadline is missed, you have until December 31, 2014 to file a late registration.  You may be eligible to request a refund of any retroactive exemption monies you missed out on during the lapse.

I have property in my name and my spouse has separate property in their name.  Can we receive the Basic STAR on both properties if we apply individually?

No.  A married couple can only receive one Basic STAR exemption, even if you each own property independently.

I have a mobile home; do I have to reapply for the Basic STAR?

Yes, mobile home owners will receive a letter from the State and must reregister for the Basic STAR

If I reapply for the Basic STAR and am told I’m not eligible, what can I do?

You have 45 days to appeal any denial of your request for the Basic STAR exemption to the State Board of Real Property Tax.
