December 2nd, 2017You no longer have to visit the Onondaga County Courthouse to read or copy deeds, court records, business certificates or other public documents. The county clerk’s office recently went live with a round-the-clock online system that allows anyone to access records.
“There has been an increasing demand for more instant access to our public records and we are excited to offer this option to our customers,” County Clerk Lisa Dell said in a news release. Anyone can search the database of records for free, which will provide an index of records tied to a specified name. To read the documents, or to copy them, you’ll have to set up an account and pay. The subscription required to read documents costs $5 for 24 hours, $100 for 30 days or $500 for 180 days. To download a document or print a copy, there is an additional charge of 65 cents per page. Sixty-five cents is the same copying fee the clerk’s office charges for customers in the office. The clerk’s office will continue to make copies for those who visit in person, Dell said. The clerk’s office also maintains several public computers where people can read documents for free. Camillus Police Department
December 2nd, 2017Several times a month, the Town Board members receive Customer Service Surveys, Thank-you cards, and many other wonderful letters from town resident’s and travelers alike praising the great work and interactions they have received from staff members of the Camillus Police Department. As the elected representative of the 2nd Ward and Chair of the Public Safety Committee this has always given me great pride. The Camillus Police Department, under the guidance of Chief Tom Winn is in my opinion, an exemplary group of people. This team said goodbye this past week to two of its own. After a 30 year commitment to the Town of Camillus, Captain Steve Rotunno has accepted the position of Chief of Police for the North Syracuse Police Department. After 20 years of service, Officer Kelly Grace, who additionally worked tirelessly with the students of the West Genesee School District. Both Captain Rotunno and Officer Kelly Grace will be greatly missed.
Winter Parking
December 2nd, 2017The Camillus Police Department is requesting the assistance of our citizens to keep our roadways safe during the upcoming winter months.
In order to ensure safe roadways and to assist the Highway Department with their snow removal efforts, Camillus Police Officers will be enforcing the winter parking ordinance, which states “No motor vehicle or other vehicles of any kind shall be allowed or permitted to park on any Town road or on property owned by the Town of Camillus between the hours of 1:00 a.m. and 6:00 a.m. from December 1st through April 1st of the next succeeding year.”
Each violation of this ordinance is declared to be a traffic infraction punishable by a fine of not less than $25.00 for each offense, plus towing charges.

Deer Management
November 11th, 2017The Town Board recently held a Public Hearing to consider the Deer Management and Education Plan to safely and effectively reduce the deer population, revitalize native plants, decrease property damage and decrease the tick population within the Plan designated areas.
Elaine Kutz spoke on behalf of the committee that was assembled to research this matter. She reviewed the work the group had done to find a method by which to humanely reduce the deer population with the goal of reducing property damage and disease. She explained that the group had conducted tick drags to collect & test ticks for disease, discussed the need for personal protection against ticks and public education about the dangers and solutions. She also explained both the lethal and non-lethal methods that were considered in order to reduce the deer population, noting that Shove Park, the Highway Department complex, and Camillus Parks are being considered as sites to bait and cull deer.
Also in attendance were Kristina Ferrare from Cornell Cooperative Extension and Courtney LaMere from the New York State DEC.
Ms. LaMere stated that the Town of Onondaga is using different methods to cull deer and has concerns about causing deer to move onto narrow roads, which would be a vehicle safety issue, so there is not currently a partnership on the deer issue. She explained that there are legal distance requirements that prevent shooting within 300’ of roadways or 500’ of homes, which limits the sites they can choose but, by drawing the deer to bait sites and then culling them should cause deer from the neighborhoods to migrate from the neighborhoods to backfill those sites and be culled in the future. She added that, because Camillus has so many open spaces, more bait sites could be established in the future as well. She explained that it is not so much a matter of a specific quantity to be culled, but an effort to reduce the population to the point that positive results are seen and the Town’s goals are met, after which maintenance culling can be conducted to keep the herd from increasing. She explained that while birth control methods could be used, they require annual maintenance or surgical intervention and it takes 10 years to see any impact.
She indicated that they DEC has offered an abundance of extra Deer Management Permits in this area, but there are 15,000 that went unrequested. She also stated that there is currently wildlife damage management bills under consideration by both the New York State Senate and Assembly, and encouraged everyone to contact their representatives to express their support of the bills.
Ms. Ferrare stated that the herd in Camillus is estimated to be 90 deer per square mile and that, while she doesn’t have exact estimates of the number of deer to be culled, other Towns have culled 70 to 80 per year, which yielded positive results. She stated that cost varies by Town, but it averages approximately $20,000.00 per year, adding that the Onondaga County Legislature did earmark money in its budget to help defray costs of culling for the Towns.
I did some investigating and there are bills in our state legislation pipeline to assist in this issues – the Senate & Assembly wildlife damage management bills as SB6853 and A8646.

FACT SHEET
1) WHAT IS THE LEAD HAZARD REDUCTION PROGRAM (LHR)?
The LHR is a program to reduce lead paint hazards in privately owned residential structures
throughout Onondaga County. Lead hazards are often found on painted window frames, wood
siding, and painted doors. Common repairs provided by the program are new windows, doors,
and siding. The LHR program is administered by Onondaga County Community Development
and funded by the US Department of HUD.
2) WHO CAN PARTICIPATE IN THE LHR PROGRAM?
Participation is on a first come, first served basis to applicants meeting the following
requirements:
• Live in homes which contain Lead Paint Hazards.
• Must have a child under the age of six who lives in or spends a significant amount of time
in the home.
• Own or occupy a one to four family residential structure.
• Have a current annual gross household income of no more than 80% of the median
income for the County. (see chart on reverse side)
Eligible properties:
• Must be protected by a current Homeowners Insurance Policy.
• Must be covered by flood insurance if located in a designated flood zone.
• Have all property taxes and mortgage(s) current.
3) HOW MUCH ASSISTANCE CAN I RECEIVE?
The amount will vary dependent on the scope of the hazards found in the home.
Rental units occupied by tenants meeting the program requirements are eligible to participate in
the LHR Program. Property owners may only receive assistance for 2 of their properties within a
24 month period.
To be eligible for the program, the Applicant’s household gross income must be below the
income limit for family size as shown in the table below. (Amounts adjust annually)

4) WHAT TYPE OF WORK IS DONE?
Eligible work is determined by a thorough lead paint inspection of your home. The Community
Development Housing Inspector, along with an independent contractor hired by Community
Development, will perform the inspection according to established standards. Typical lead paint
hazard reduction repairs include:
• Window and door replacement
• Exterior Siding
• Porch work
5) WILL THERE BE A LIEN PLACED ON MY PROPERTY? — YES
Assistance is in the form of a 5-year deferred loan. You must agree to repay 100% of the loan if
you do not own and occupy the property as your principle residence during the first thirty-six
(36) months following completion of the work. Repayment then declines to 50% between
months 36 & 48, and 25% between months 48 & 60. Please call with any questions.
Owners of rental units: If the assisted unit becomes available, you must agree to give
preference in renting the unit to low income families with a child under age six for a period of 5
years.
